I transmit to Your Excellency, herewith, copy of

a letter from the British American Tobacco Company com-

plaining that the Japanese Patent Bureau have refused

to register the trademarks of the British Cigarette

Company, registered at Hong Kong, together with copies

of correspondence with the Board of Trade on the subject.

I request Your Excellency to enquire of the Japan-

ese Minister for Foreign Affairs the reasons which have

caused the Patent Bureau to adopt this attitude.
